I would like to reinstall my OS. Which files should i backup to be able to recover NetLimiter 2 settings on new system?

You should backup and later recover this directory (and all its contens):
C:\Documents and Settings\All Users\Application Data\Locktime\NetLimiter\2
If you have installed Windows on different volume than C:\, then use right letter of Windows volume.
