New NetLimiter 3 installers

We just updated NetLimiter 3 installers. Users are now not allowed to install it on Windows 8 and we updated security certificates which will make installation of NetLimiter 3 more smooth.
As nothing changed with application itself, you don't have to download the installer files if you already have the NetLimiter 3 installed.
The release of updated NetLimiter 3 installers is just a prelude to release of NetLimiter 4, which will go out in next few days.
